Manually replacing that file should tell steam - hey, update is complete - and it won't ask again. It however does NOT update that file (for whatever reason, perms, errors, corrupt, who knows) that tells steam what to do - so steam continues to think it needs update.
Basically steam has a file it reads that says you need to finish downloading/updating - so steam does. If you are using a steam library for gtav - it goes into steamlibrary / steamapps. Take the appmanifest - and paste it into steam/steamapps - overwrite existing. (haven't checked if steam actually does that - just saying -.-) If you are using steam libraries - open those locations and look for downloading and temps.Ĭlean them out too. (if you have other downloads paused/or going for steam - finish them first.) Next - close steam entirely (not just the window - exit steam.
